Policy Statement

General

St. John Ambulance (hereafter referred to as SJA) is firmly committed to the provision of a safe and healthy environment for its employees, contractors, students, instructors, volunteers, and the general public. This commitment shall be achieved through positive leadership practices, the provision of necessary resources and the continued pursuit of best practices as responses to occupational health and safety issues. Members of SJA are responsible for promoting the safety and well being of themselves and those involved in the activities of SJA.

Purpose

The purpose of this policy is to outline the security procedures and practices that shall be used in the Edmonton Facility of the St. John Council for Alberta. These rules and procedures are designed to reduce the risks to persons working, volunteering or training at the SJA Edmonton facility.

Authority

The Edmonton Centre Administrative Coordinator is overall responsible for the operational security of the Edmonton Facility of the St. John Council for Alberta. The Provincial Office VP of Corporate Services will be responsible of operational security within the provincial office, the Edmonton Community Services Coordinator will coordinate security with the volunteer members, and the Edmonton Centre Program Coordinator will coordinate security with the instructors.

Facility Staffing Arrangements

  • Full Staff: Monday - Friday, 07:00-17:00
  • Minimal Staff: Monday - Friday, 17:00-22:30, Saturday - Sunday, 07:00-17:00
  • After Hours: Monday-Friday, 22:30-07:00, Saturday - Sunday, 17:00-07:00

Sign in/Sign out Procedure

  1. Employees and Instructors will sign in/sign out whenever arriving at or leaving the premises.
  2. Employees will be issued proximity cards, security codes and keys.
  3. Instructors will be issued a temporary room key, and a proximity card to the staff room while on the premises.
  4. Reception staff will sign in/sign out all visiting persons (contractors, visitors and volunteers) and ensure that:
    1. Applicable information is entered in the visitor sign in log;
    2. The visitor is briefed on all applicable policies and procedures;
    3. Temporary SJA approved identification is issued;
    4. The visitor is instructed to visibly wear the SJA approved identification while on reception staff will sign in/sign out all visiting persons; and
    5. The visitor waits at the front reception area until the employee is available.
  5. When students enter the facility prior to 08:00 they must locate their name and corresponding classroom number on the class list located in the front lobby on the student locater boards. The lists shall be removed at 08:00 a.m. after which time students must check in with the reception staff or security and sign in with the assigned instructor.
  6. All persons shall sign out with the reception staff or the security watchperson and return any temporary SJA approved identification before leaving the premises.
  7. Instructors are responsible for:
    1. Taking attendance using the class list provided by reception;
    2. Having students complete the course registration forms;
    3. Briefing all students on applicable policies and procedures;
    4. Providing students with SJA approved identification nametags; and
    5. Ensuring students are aware of the need to visibly wear SJA approved identification at all times.

General Security Procedure

  1. If suspicious persons or activities are noticed on the premises, report immediately to your supervisor, their designate, or the security watchperson.
  2. While working on the premises always take notice of who and what is in the area.
  3. If a person is seen without visible SJA approved identification, ask them to produce their SJA approved identification. If they are not able to produce the required identification:
    1. Escort them to the reception staff to be signed in; or
    2. Report the incident immediately to your supervisor, their designate, or the security watchperson.
  4. If a person has visible SJA approved identification, however, it is uncertain that they belong in an area, or if uncertain as to the task they are performing:
    1. Contact the reception staff immediately to confirm what task is being performed and where on the premises it should be performed; and
    2. In the event that the person should not be in a particular area, report the incident immediately to your supervisor, their designate, or the security watchperson.
  5. Lock away or secure all personal items and valuables.
  6. Ensure that clear access is available to exits, telephones and other emergency devices.
  7. Do not tamper with or prop open doors to prevent them from securely closing or locking.
  8. Doors should be securely closed and/or locked.
  9. Close any open windows, if inaccessible, inform your supervisor, their designate, or the security watchperson.
  10. Turn off lights that have manual controls.
  11. Notify others in the area that you are leaving the area.
  12. Sign out with the reception staff or security guard and return any temporary SJA approved identification before leaving the premises.

Section Alarm Procedure

Definition: A section alarm area is any area with a lockable entry door that can be alarmed using a monitored alarm system. These areas include Inventory/Stores, Community Service Division, Edmonton Branch staff area, Provincial Administration, and the Server Room.

Upon Arrival

  1. Before using the swipe card to enter an area, push or pull on the door handle to ensure that it has not been tampered with.
  2. Check to see if the alarm panel is armed - a red indicator light appears underneath the panel’s display screen this indicates that the system is armed.
  3. To disarm the alarm enter your six digit alarm code into the panel and a green indicator light will activate underneath the panel’s display this will indicate that the system is disarmed.
  4. Do not proceed if any suspicious persons or activities are noticed in the area. Return to a secure area and report the incident immediately to your supervisor, their designate, or the security guard.
  5. Do not allow unauthorized persons access into section alarmed areas.

Upon Departure

  1. Close any open windows; if inaccessible, inform your supervisor, their designate, or the security watchperson.
  2. Turn off lights that have manual controls.
  3. Doors should be securely closed and/or locked.
  4. The last person to leave the area shall arm the section alarm.
  5. To arm the section alarm:
    1. Enter your six digit alarm code into the panel;
    2. Press 0 to begin the arming sequence; and
    3. Exit the area before the exit delay expires.
  6. Sign out with the reception staff or security guard and return any temporary SJA approved identification before leaving the premises.

After Hours Facility Procedure

Definition: The hours of 22:00-07:00 Monday-Friday, 17:00-07:00 Saturday and Sunday, and any observed national, provincial or civic holiday (hereafter referred to as “after hours”). During these hours a security watchperson is NOT on site.

  1. The appropriate coordinator, or their designate, must authorize after hours access to the premises.
  2. When using the premises after hours follow the Parkade, Stairwell and Elevator Procedures upon entering the premises, follow the Section Alarm Procedures while on the premises and disarm only the section alarmed area that requires access.
  3. If working alone follow the Working Alone Policy located in the Health & Safety Manual.
  4. When leaving the premises, follow the Section Alarm Procedures to arm the building and follow the Parkade, Stairwell and Elevator Procedures as required upon leaving the premises.

Parkade, Parking Lot, Stairwells, and Elevator Procedure

Parkade – Upon Arrival

  1. When the yellow beacon at the top of the parkade ramp is flashing, proceed with caution. This indicates the overhead door is open and vehicles may be entering or exiting the parkade or people are working in that area.
  2. Proceed at a safe speed and scan your proximity card on the panel to enter.
  3. Vehicles exiting the parkade have right of way.
  4. Allow the parkade overhead door to open fully before proceeding.
  5. Enter the parkade with caution.
  6. Upon entering, proceed past the motion sensor and wait for the parkade overhead door to close.
  7. Do not allow unauthorized persons or vehicles into the parkade.
  8. Verify that no unauthorized persons or suspicious activities are taking place in the parkade.
  9. If any suspicious persons, activities or items are in the parkade:
    1. Do not get out of your car;
    2. Do not investigate the matter on your own;
    3. Exit the parkade and proceed to the main entrance;
    4. Report the incident immediately to your supervisor, their designate, or the security watchperson;
    5. Call the police if necessary; and
    6. Document the details of any suspicious persons, activities or items.
  10. If safe proceed to a parking stall.
  11. There are two emergency panic buttons located on red concrete pillars in the parkade. When the buttons are pressed a silent alarm is activated.
  12. When exiting the parkade via the stairwells, ensure the security door is securely closed and locked before proceeding.


Parkade – Upon Departure

  1. When exiting the stairwell ensure the door is securely closed and locked.
  2. Verify that no unauthorized persons or suspicious activities are taking place in the parkade.
  3. While walking to your vehicle stay alert and look inside your vehicle.
  4. Upon entering your vehicle lock the doors and proceed to the parkade exit.
  5. Move past the motion sensor and allow the parkade overhead door to open fully, proceed with caution.
  6. At top of ramp wait and watch that no unauthorized persons enter the parkade while the parkade overhead door is closing.
  7. If an unauthorized person or vehicle is seen entering the parkade proceed to the main entrance.
  8. Report the incident immediately to your supervisor, their designate, or the security watchperson.
  9. Call the police if necessary.
  10. Document all details of suspicious persons, activities or items in the parkade.

Stairwells and Elevator

  1. If any hazards or suspicious, activities are taking place in the stairwells or elevator do not proceed.
  2. Return to a secure location and report the incident immediately to your supervisor, their designate, or the security watchperson.
  3. Ensure stairwell and security doors are securely closed and locked before proceeding.
  4. Do not give unauthorized persons access into section alarm area.


Parking Lot Procedure

  1. The security watchperson is available upon request to provide assistance when going to your vehicle if it is parked in the parking lot.
  2. Verify that no unauthorized persons or suspicious activities are taking place in the parking lot.
  3. While walking to your vehicle stay alert and look inside and around

Evacuation Procedure

  1. Stay calm and notify your supervisor, their designate or the security watchperson of the emergency immediately.
  2. Staff or security will issue an evacuation notice by activating the fire alarm pull stations. (the fire alarm is identifiable by loud shrill beeps)
  3. Follow evacuation routes and instructions as indicated on the maps located in each classroom, section alarm area, entrance and stairwell.
  4. During the evacuation process:
    1. Do not use the elevator;
    2. If evacuating an individual who cannot use the stairs, floor wardens will use the elevator fire key to engage the elevator (the key is located in the main and 3rd floor keybox);
    3. Do not enter an area where there is smoke;
    4. Do not return for personal items; and
    5. If fire alarm stops continue to evacuate.
  5. Leave office and classroom doors open, close all windows before you leave. The floor wardens will close doors after inspection.
  6. Allow doors with automatic closers to close properly.
  7. All persons shall report to the muster point, which is located on the North end of the McDonald’s parking lot on the West side of the SJA building.
  8. Instructors must take their clipboard and class lists and:
    1. Escort their students to the designated exit and muster point;
    2. Leave classroom door open, close windows; and
    3. Take roll call of students at the muster point.
  9. Designated staff members will take the sign in/sign out logs and:
    1. Ensure cash drawer and safe are secured;
    2. Direct all persons in their area to the designated exit and muster point; and
    3. Once at the muster point take roll call.
  10. Floor Wardens will:
    1. Assume command of the evacuation of their designated areas;
    2. Put on their assigned vests and hats;
    3. Ensure that all persons are exiting the building in a calm and orderly manner;
    4. Help anyone that requires assistance;
    5. Evacuate each office, classroom, room, washroom, stairwell, elevator and close each door after checking the area, ensure that windows are closed;
    6. Check to see if all persons have safely evacuated the facility;
    7. One floor warden will remain at each entrance door until Emergency Response Personnel arrives;
    8. Report to the chief floor warden; and
    9. Proceed to the designated muster point and confirm with employees and instructors that all persons are accounted for.
  11. The Chief Floor Warden will:
    1. Assume the all duties of a Floor Warden as needed;
    2. Assume command of the entire facility evacuation;
    3. Proceed to the designated muster point and confirm with all floor wardens that all persons are accounted for; and
    4. Report to and coordinate with emergency response personnel upon their arrival.
  12. Do not re-enter the building for any reason.
  13. Building occupants will remain at the designated muster point until emergency response personnel have issued an ‘all clear’.

Bomb Threat Procedure

  1. Stay calm.
  2. Do not hang up on the caller.
  3. If using a call display phone, write down the name and phone number immediately, and make note of:
    1. The caller’s voice identifying characteristics like speech impediments or accents;
    2. The gender of the caller;
    3. Any background noise; and
    4. Exactly what the caller said.
  4. Do not argue with the caller.
  5. Listen and be empathetic/concerned about their grievance.
  6. Handle the threat in a professional manner.
  7. Signal a co-worker to call 911 while the caller is still on the line.
  8. Report the incident immediately to your supervisor, their designate, or the security guard immediately.
  9. Contact the appropriate emergency response agency as required.
  10. Staff or security will issue an evacuation notice as directed by the emergency response personnel or a supervisor, their designate or the security watchperson.
  11. Follow Evacuation Procedures.
  12. Do not re-enter the building for any reason.
  13. All building occupants will remain at the designated muster point until emergency response personnel have issued an ‘all clear’.
  14. Once at the muster point the staff member must complete the Bomb Threat Information sheet.

Suspicious Packages and/or Items Procedure

  1. Stay calm and do not open, touch, move, shake, smell or handle the suspicious package and/or item.
  2. Report the package immediately to your supervisor, their designate, or the security guard.
  3. Contact the appropriate emergency response agency.
  4. Give a description of:
    1. The package and/or item such as colour, packaging, labels, odours, and fumes;
    2. Any identifying marks on the person delivering the package and/or item such as birthmarks, tattoos, clothing, and speech; and
    3. Vehicle to include colour, make and model and license plate number/province of issue.
  5. Record the activities that:
    1. Were taking place when the package and/or item was discovered;
    2. Where the package and/or item was found and what time the package and/or item was delivered.
  6. Staff or security will issue an evacuation notice as directed by the emergency response agency or a supervisor, their designate or the security watchperson.
  7. Follow the Evacuation Procedures.
  8. Do not re-enter the building for any reason.
  9. All building occupants will remain at the designated muster point until emergency response personnel have issued an ‘all clear’.
  10. Once at the muster point the staff member must complete the Suspicious Package Information Sheet.


Robbery & Theft Procedure

Robbery & Theft Prevention

  1. Do not disclose the location or combination of the safe.
  2. Do not allow people to loiter at the front reception desk.
  3. Keep drawers and cabinets that contain valuables locked.
  4. Regular deposits must be made to the safe to maintain a cash float between $150.00 to $200.00.
  5. Do not leave money unattended when processing transactions.
  6. Do not allow people to reach over the counter towards you, or take things off of the desk.
  7. The counter should remain in clear view and free of obstructions.
  8. Remove any posters or displays that block the view of cameras.
  9. Work in pairs whenever possible.
  10. Only employees are permitted behind the reception desk.
  11. Greet persons who enter the building and proceed with the Sign in/Sign out procedure.
  12. Do not allow persons without SJA approved identification to proceed through the building.
  13. Be aware of anyone loitering on the premises.
  14. If you suspect any suspicious, activities are taking place on the premises, report the incident immediately to your supervisor, their designate, or the security watchperson.

In the Event of a Robbery

  1. Stay calm and do exactly what is instructed.
  2. Do not argue or fight with the robber.
  3. Do not attempt to run away.
  4. Give the robber whatever he/she is demanding.
  5. If unclear of what the robber is requesting have the robber clarify their requests.
  6. Let the robber know you will comply.
  7. Do not make sudden movements; do inform the robber about any movements you will make when complying with his/her request.
  8. Tell the robber about any other person who may walk into the area.
  9. Use the silent alarm if possible.
  10. Do not put yourself or anyone else in danger.
  11. Make mental note of the following:
    1. Robber’s height and weight;
    2. Hair and eye colour;
    3. Clothing;
    4. Identifying characteristics like tattoos;
    5. Speech impediments or accents; and
    6. Exactly what the robber said.

Once the Robber Leaves

  1. Lock the doors.
  2. Call the police (911) even if the silent alarm has been activated.
  3. Do not chase or follow the robber.
  4. Notify your supervisor, their designate or the security guard immediately.
  5. Write down details of the robber and robbery such as:
    1. Height and weight;
    2. Hair and eye colour;
    3. Clothing;
    4. Identifying characteristics like tattoos;
    5. Speech impediments or accents;
    6. Exactly what the robber said;
    7. What direction the robber went; and
    8. Description of vehicle including color, make and model and license plate number/province of issue.
  6. Ask witnesses to make notes of the event.
  7. Do not touch, change or disturb anything that the robber touched.
  8. Do not allow people to walk through the crime area.
  9. When given permission by the police, evaluate and give a description of what was stolen.


Security Watchperson Procedure

Definition: SJA designates a staff member to conduct additional tasks to ensure a secure environment.

General Duties

  1. Follow the Sign in/Sign out Procedure for all persons.
  2. Sign out the designated security phone and keep it with you throughout the shift.
  3. Review the security binder as needed.
  4. On Saturday, Sunday and any observed national, provincial or civic holidays, opening procedures must be followed.
  5. The security watchperson operates from the reception desk.
  6. The security waterperson's duties are to:
    1. Perform hourly security checks of the premises;
    2. Escort people to or from a secured area if requested;
    3. Escort people to their vehicle if requested; or
    4. Monitor security cameras;
    5. Contact either management or emergency services if needed;
    6. Investigate security alarms:
      1. IMMEDIATELY go to the nearest security access pad
      2. Enter your access code
      3. Using the left/right arrows, scroll through the partitions:
        1. A = partition is armed
        2. R = partition is ready to arm
        3. N = partition is not ready to arm
        4.  ! = partition is IN ALARM
      4. access the partition in alarm; this will shut off the alarm
      5. after the alarm shuts off the display will indicate what caused the alarm
      6. investigate the situation; inform management and/or call police / emergency services.
        1. the security watchperson should utilize additional staff if available.
      7. if the alarm monitoring station calls, the first number they call will be the security phone:
        1. provide the password to the alarm monitoring station operator
      8. re-arm the partition in question
    7. Respond to calls of distress, or suspicious activities taking place on the premises or responding to an alarm in the building.
      1. the security watchperson should utilize additional staff if available.
  7. When leaving the reception area unattended the security watchperson shall take the security phone and will ensure that the security gates and exterior doors are locked.
  8. Notify the appropriate emergency response agency in the event of an emergency.
  9. Follow Evacuation Procedures if required.
  10. Initiate an Evacuation if the situation requires it.

Departure Duties

  1. Ensure that all persons are off the premises unless they have permission to be on the premises after hours.
  2. Follow the Sign in/Sign out Procedure while ensuring that:
    1. Temporary SJA approved identification has been returned; and
    2. Keys have been returned and secured.
  3. Update the security binder at end of shift.
  4. Sign in and return designated phone.
  5. Follow the Section Alarm Procedure to arm the building upon leaving the premises.
  6. Follow the Parkade, Stairwell and Elevator Procedures upon leaving the premises.

Definitions

  • Authorized Person(s): Those person(s) who have been given written or verbal approval from a manager or supervisor to be on the premises after regular business hours.
  • Contractor: Any person(s) or company that have agreed to perform work for St. John Ambulance on a contract basis.
  • Disaster: Any event or incident, natural or man-made, that poses an imminent threat of danger to the premises.
  • Designated muster point: Those designated areas that are a safe distance outside of the building that occupants will go to in the event of an evacuation.
  • Emergency Response Team (ERT): Those employees and volunteers who are on 24 hour call in the event of a catastrophic emergency. Their role is to provide first aid and to assist other emergency response agencies.
  • Emergency: Anything that is causing a person harm and includes, but is not limited to, calls of distress, illegal or dangerous activities, suspicious activities and persons, suspicious packages.
  • Employee: A person employed by St. John Ambulance.
  • Instructor: Any person contracted by St. John Ambulance to provide instruction to students.
  • Robbery: The act of unlawfully taking the property of another by the use of intimidation or violence.
  • Safe: In relation to a person, means not exposed to any hazards; and in every other case, means free from hazards.
  • Section Alarm Area: A section alarm area is any area with a lockable entry door that can be alarmed using a monitored alarm system. These areas include Inventory/Stores, Community Service Division, Edmonton Branch staff area, Provincial Administration, and the Server Room.
  • SJA approved identification: Identification that is issued to the holder by St. John Ambulance in a controlled and regulated manner.
  • Visitor: Any person entering premises who is not an employee.
  • Volunteer: Any person who is a member of St. John Ambulance and may provide a service for no financial gain.

In Case of Emergency

Assistance can be provided by any of our St. John Ambulance staff. We are all trained in First Aid.
